Cabbies:a true problem

There is this growing tension between taxi drivers and the public. Recently there were many reports of cabbies swindling money from foreigners by charging them more than usual.
The public wants the government to impose strict rules and regulations for taxi drivers. But...the government says that by doing this, the driver's income will be affected. So does this mean the public suffer instead?
The 'on call' is something which is misused by taxi drivers. They put it on whenever they like, waiting for someone to call as more money is received rather then when they go round 'hunting' for passengers.
